Guide to Dental Coverage Under Ontario Works

Ontario Works is a social assistance program that provides financial support to families in need in Ontario. It also offers certain health benefits, including dental coverage.

Eligibility & Applications

To qualify for the Ontario Works program, applicants must:

  • Be at least 16 years of age
  • Reside in Ontario
  • Have assets no more than the limits set out in the program
  • Demonstrate financial need
  • Participate in employment activities

The Ontario Works application can be completed over the phone, in person at an Ontario Works office or online.

Ontario Works Dental Coverage

Dental coverage for adult recipients of Ontario Works is limited and at the discretion of the Program Administrator. 

Coverage may be provided for dental care that supports the recipient’s employability or participation requirements, such as orthodontic and denture services, or for emergency dental services. Recipients are advised to talk to their caseworkers about what coverage may be available to them.

Children aged 17 and under whose parents are Ontario Works recipients are automatically enrolled in the Healthy Smiles Ontario program and will receive dental care under that program.

Children aged 17 and under whose families live in First Nations communities (including those in temporary care) receive mandatory basic dental coverage either directly via Ontario Works or through Healthy Smiles Ontario.

Dental Service Delivery & Payment

In areas where the designated delivery partner has an agreement with the Ontario Dental Association (ODA) for services, the ODA will bill the delivery partner directly for services that the recipient obtains.

In areas where designated delivery partners do not have an arrangement with the ODA, the recipient must obtain an estimate of the cost of treatment and have it approved by the Administrator before they can access the treatment.
